Overview MOWE-0201 - Towards direct dispensing and prescription of pharmacists in France This session will explore the recent and future evolution of the pharmacist's direct dispensing and prescribing role in France (community and hospital pharmacy). Community pharmacists are being trusted progressively with more tasks making them grow as primary healthcare providers. The French Chamber would like to present the following initiatives: - OSYS Experimentation: Review of the results of this key experiment testing the extension of prescribing competencies of community pharmacists for minor ailments (e.g., cystitis, sore throats via point-of-care testing). - Further to this, in 2024, all pharmacists were allowed to directly dispense antibiotics after a POCT for cystitis and sore throat. - The 2026 Health Budget Bill (Article 63) expanded the duties of community pharmacists by adding the option, if they wish, to contribute to the assessment and management of clinical situations (Article L. 5125-1-1 A of the Public Health Code). The evolution of this pharmaceutical role is based on the government's desire to roll out the OSyS experiment. We would also like to highlight the development of the renewal and adjustments of prescriptions by hospital pharmacists (Executive order of 21 February 2023). Hospital pharmacists now can renew and adjust prescriptions for patients treated at the facility, within the framework of a protocol approved by the facility's management. This new role, which is currently being evaluated, strengthens the pharmacist's role with patients and highlights the importance of interprofessionality. These adaptation/renewal tasks concern the following conditions: those presented by patients who have benefited from clinical pharmacy services; by patients likely to be treated with one or more drugs listed in the institution's action programme for the proper use of drugs or dispensed to the public by the hospital pharmacy. These gradual /recent evolutions tend to increase pharmacists’ prescription role in France. MOWE-0202 – Community pharmacies and social vulnerabilities: Gender-based violence and missing persons protocols Community pharmacies in Spain play a strategic role in protecting the population from social vulnerabilities thanks to their accessibility, proximity, and the trust they generate among citizens. In particular, gender-based violence and missing persons are two critical issues that require both preventive and reactive action. In view of this reality, the General Pharmaceutical Council of Spain has developed two specific protocols providing guidance for pharmacists’ action and coordination with local authorities. In collaboration with the Ministries of Equality and Health, the Protocol for action by community pharmacies in response to violence against women has been updated, providing guidance on identifying signs, immediate assistance according to different situations, and safe referral to specialised resources. Likewise, together with the National Missing Persons Centre (CNDES), which reports to the Home Affairs Ministry, the General Pharmaceutical Council of Spain has recently adopted a Protocol for cooperation between community pharmacies and the CNDES on the prevention and location of missing person. It is currently in the pilot phase in two Spanish regions, with plans to expand to the rest of the country. Both protocols emphasise the importance of early detection and prevention, as well as effective intervention when a situation of vulnerability has already occurred. Community pharmacies are thus consolidated as a nearby, trusted and accessible point of contact that contributes to strengthening social protection and community cohesion. The session will allow this experience to be shared with the international pharmaceutical community, offering replicable models of coordinated action from pharmacies.
