Overview MOMO-0101 - Applying recommendations for health plans and pharmacists to advance coverage of pharmacists’ services in the medical benefit There is a need across the profession to expand payer programmes covering patient care services provided by pharmacists which can be facilitated by continued collaboration between pharmacist practitioners (PPs) and health plans (HPs) to increase patient access to care and quality medication use. A group of thought leaders in the USA representing HPs and PPs were convened to provide insights into successes, challenges, and barriers in scaling pharmacists’ patient care services covered under the HP medical benefit culminating in 11 recommendations. The Recommendations, based upon learnings from these thought leaders at an original in-person Summit and subsequent virtual learning collaborative discussion sessions, are intended to foster collaboration and assist HP representatives and pharmacists in advancing coverage for pharmacists’ patient care services under the medical benefit. The Recommendations span a gamut from advocacy needs to various payment model types, including value-based payment models, to medical benefit considerations such contracting, enrollment, credentialing, and medical billing processes. The Recommendations document is intended for wide use and broad applicability across all practice settings and health plan types. With variability across jurisdictions and markets, the Recommendations serve as an overarching guidance for both pharmacists and health plans to reference when establishing coverage for and payment of pharmacist services under the medical benefit. During the session, Brigid Groves, PharmD, MS representing the American Pharmacists Association, convener of the learning collaborative, will review the recommendations and discuss experiences with implementing them, including barriers and successes. MOMO-0102 – From LOA to LOA V: Evolving Tariff Models to remunerate pharmaceutical services in Switzerland Switzerland has long experience in remunerating pharmacist-led services through a national tariff model. Since 2001, the tariff called LOA, translated as “service-based remuneration”, has compensated pharmacists for their services independently of the margin on medicines, primarily remunerating the pharmacist’s intellectual work. It has enabled structured remuneration of selected pharmaceutical services within the mandatory health insurance system, supported by quality requirements, monitoring mechanisms, and shared governance between pharmacists and insurers. On 1 January 2026, this model evolved further with the introduction of LOA V. Building on the foundations of LOA IV, the new tariff reflects scientific progress, changing therapeutic landscapes, and the expanding role of pharmacists in patient-centred care and primary health care. This session will present LOA V as an example of how pharmacy can progressively bridge science, practice, and education through tariff evolution and the session aims to stimulate international exchange and provide insights that can be adapted to different healthcare systems. Overview of the Swiss healthcare system and the introduction of LOA V including its role in establishing pharmacist-led services, quality development, and monitoring within mandatory health insurance. Presentation of key developments introduced with LOA V, focusing on new and expanded pharmaceutical services for therapy optimisation, medication safety, patient counselling, and responsible use of medicines. Discussion of challenges arising from the transition from LOA IV to LOA V, including workforce readiness, education, training needs, and interprofessional collaboration. Summary of transferable lessons and reflections on how tariff-based remuneration can support patient-centred care, health system resilience, and the integration of science, practice, and education worldwide.
